Terms of Use
Last updated: September 16, 2026
Site: dodgeflock.org
Questions: privacy@dodgeflock.org
These Terms are the ground rules for using DodgeFlock—an independent grassroots advocacy site. We are not the County, not affiliated with Dodge County government, not a law firm, and not Flock Safety. If you use our tools to email supervisors, you must review the message and own what you send.
This is not formal legal advice and does not create an attorney–client relationship.
Agreement
By using dodgeflock.org or its contact / quiz tools, you agree to these Terms and our Privacy Policy. If you don’t agree, don’t use the site.
We may update these Terms by posting a new version with a new “Last updated” date. If you keep using the site after that, you accept the changes.
Who we are (and aren’t)
DodgeFlock is a private, independent grassroots advocacy project. We are:
- Not a Dodge County office, department, or official channel
- Not affiliated with Dodge County government
- Not affiliated with Flock Safety or other ALPR vendors
- Not your attorney — nothing on this site is legal advice
- Doing political / civic speech and public education about networked ALPR policy
Opinions and materials here are advocacy. Officials’ positions and camera counts can change—check primary public sources when you need precision.
Eligibility
Use the contact tools only if you can truthfully identify yourself and (for district-matched messages) give accurate location info for lookup. Don’t impersonate anyone or claim a district or residency that isn’t true.
The contact / quiz tool
How it works
- A short quiz about what matters to you
- Answers map to curated, allowlisted talking-point language (human-edited, pre-approved copy—not LLM-invented body copy / not an open-ended auto-generated letter factory)
- A draft email you can review and edit
- You must confirm (for example, a checkbox) that you reviewed the final text before send
- After review, we open your email app with a prefilled draft to the selected supervisor’s public district email (mailto). You send from your own client. We log the attempt privately after server checks.
Sending pattern: Primary path is mailto—the message sends from the constituent’s own email client after review. An optional server SMTP path (From advocacy@dodgeflock.org or similar, Reply-To your email) may exist for emergency rollback and is off by default.
Street address, if you enter it for “Find my supervisor,” is for district lookup only. We do not email your street address to supervisors. You may also select a district without entering a street.
Your responsibilities before send
You agree that:
- You’ll read the full draft and only send text you stand behind
- The name, email, and location details you give are yours and accurate to the best of your knowledge
- You won’t invent personal stories, claim things that didn’t happen, or use other people’s names or private facts without authority
- Supervisors may treat mail started from this tool as advocacy correspondence (you send it from your own client on the mailto path), and government offices may keep messages under public-records rules
If we later offer optional writing help beyond allowlisted templates, the same rule holds: human review and approval are required. We don’t authorize blasting messages you haven’t reviewed.
No guarantee of delivery or outcome
We don’t guarantee any email will be delivered, read, answered, or persuasive. Filters, office policies, bad addresses, and technical failures happen. Policy outcomes belong to elected officials and the political process.
Acceptable use
You may use DodgeFlock for lawful grassroots advocacy. You may not:
- Impersonate any person, organization, or official
- Submit a false identity, false district/residency claim, or someone else’s email without permission
- Harass, threaten, stalk, or send repeated messages only to annoy officials or staff
- Upload malware, break the site, scrape aggressively, or bypass rate limits / ALTCHA / honeypots / security controls
- Use the tools for commercial spam, phishing, or fraud
- Flood supervisors with automated or high-volume submissions meant to overwhelm systems
- Violate applicable Wisconsin or federal law (including identity theft, harassment, and unauthorized computer access)
We may use language filters, rate limits, honeypots, and anti-abuse systems. We may refuse, throttle, or block submissions that look abusive, unlawful, or automated.
Site content and intellectual property
Unless noted otherwise, site text, design, maps we produce, and curated talking points belong to DodgeFlock or are used with permission. You may share links and quote short passages for noncommercial commentary with attribution. You may not scrape the site to rebuild a competing service, strip credit, or use our marks in a way that implies government endorsement we don’t have.
Third-party names (vendors, news outlets, organizations) appear for discussion and criticism. No endorsement is implied. Public JSON (supervisors’ public contact fields, cameras, news) is for civic use as described on the site and does not include home street addresses.
User content
By submitting quiz answers, edits, and messages, you give us a limited license to process and transmit that content as described in the Privacy Policy (including sending to supervisors you select and keeping private audit logs). You represent that you have the right to submit it and that it doesn’t violate these Terms or others’ rights.
Privacy
Our Privacy Policy covers what we collect (name, email, subject, message, supervisory district, optional street for lookup, quiz answers, ALTCHA signals, honeypot/anti-abuse fields, optional IP hash, audit logs), how supervisor email works, and that we do not sell your personal information. Street address, if collected, is for district lookup only—not long-term storage or inclusion in supervisor emails.
Disclaimers
THE SITE AND TOOLS ARE PROVIDED “AS IS” AND “AS AVAILABLE.” TO THE MAXIMUM EXTENT PERMITTED BY LAW, WE DISCLAIM WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT. We don’t warrant uninterrupted or error-free service, perfect district matching, or that content is complete or current.
No legal advice. Materials are for civic information and advocacy. Talk to a licensed attorney about your own situation.
No government advice. Nothing here is an official county reading of law or policy.
Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, DODGEFLOCK AND ITS ORGANIZERS, VOLUNTEERS, AND SERVICE PROVIDERS WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST DATA, OR PROCUREMENT OF SUBSTITUTE SERVICES, ARISING FROM YOUR USE OF THE SITE OR CONTACT TOOLS.
OUR TOTAL LIABILITY FOR ANY CLAIM ARISING OUT OF THESE TERMS OR THE SITE WILL NOT EXCEED ONE HUNDRED U.S. DOLLARS (US $100) or the amount you paid us (if any) in the twelve months before the claim—whichever is greater. Some places don’t allow certain limits; there, our liability is limited as far as the law allows.
Indemnity
You agree to defend and indemnify DodgeFlock and its organizers and volunteers against claims, damages, and expenses (including reasonable attorneys’ fees) arising from your misuse of the site, your violation of these Terms, or your submission of false, unlawful, or infringing content—except to the extent caused by our willful misconduct.
Suspension
We may suspend or end access to contact tools, refuse submissions, or remove content that violates these Terms or creates legal or operational risk, with or without notice when we need to protect people or the project.
Governing law
These Terms are governed by the laws of the State of Wisconsin, without regard to conflict-of-law rules. Exclusive venue for disputes that can’t be worked out informally is the state or federal courts in Wisconsin, unless applicable law requires otherwise. You and we waive jury trial to the extent the law allows.
Miscellaneous
- If one provision can’t be enforced, the rest still applies.
- These Terms are the whole agreement about the site and replace earlier conflicting site terms on the same subject.
- Skipping enforcement once isn’t a waiver forever.
- We may work through volunteers and contractors; “we” includes people acting for the project.
- Headings are for convenience only.
