DodgeFlock is an independent grassroots site about networked ALPR / Flock-style cameras in Dodge County, Wisconsin. We are not a government office, not affiliated with Dodge County government, and not Flock Safety.
This page explains what we collect when you use the site or email your County Board supervisor through our tools—and what we don’t do with it.
This is not formal legal advice and does not create an attorney–client relationship.
Who we are
We run dodgeflock.org so residents can learn about networked plate readers in Dodge County and contact their County Board supervisors about related policy. We speak as private advocates.
Using this site does not put you on an official county channel. You’re using a third-party advocacy tool that can help you email public officials.
What we collect
Depending on how you use the site, we may collect:
- Name — so your message is clearly from you
- Email — so replies can come back to you (Reply-To), we can send a confirmation, and we can follow up about a submission if needed
- Subject and message content — the email you review and approve before send (built from allowlisted talking-point strings you select or confirm, plus any edits you make)
- Supervisory district — so the message goes to the right official (chosen by you, or matched after address lookup)
- Street address + city/ZIP (if you use Find my supervisor) — district lookup only. We use it to match your County Board district. We intend not to keep full street address long-term and not to put full street address in emails to supervisors. After lookup, city + district is enough. You can also pick a district from the roster without entering a street.
- Optional city / locality — rough context in your message (city only—not street)
- Quiz answers — to map your choices to our curated, allowlisted talking-point language (not LLM-invented letter copy)
- ALTCHA / anti-bot signals — to cut spam
- Honeypot fields (hidden form fields bots fill in) — to catch automated abuse; we don’t use them as real contact info
- Optional IP hash — limited abuse prevention (we prefer a one-way hash over storing raw IP when we can)
- Private send / audit logs — timestamps, success/failure, template version, and similar operational notes. Not published. No home street addresses in these logs.
- Technical host data — standard web logs from our host (Netlify): request metadata, browser type, pages requested, errors
Public site data files (for example supervisors, cameras, news) use public contact fields only. Supervisor listings include name, phone, email, and municipality—not home street addresses.
We do not ask for Social Security numbers, payment cards, or government ID numbers for the contact flow.
How we use it
We use that information to:
- Match you to a County Board district and route your message
- Build a draft from curated, allowlisted talking-point strings based on quiz answers and your selections (plus your edits)—not open-ended AI-generated body copy
- Help you contact your supervisor: primary path opens your own email client with a prefilled draft (mailto) after server checks (ALTCHA, honeypot, civil-tone filter) and a private audit log. The message then sends from your email account when you hit Send in your mail app
- Optionally (emergency rollback only), transmit via our email provider (From:
advocacy@dodgeflock.orgor similar; Reply-To: your email) if server SMTP is re-enabled - Spot bots, fraud, harassment, and technical abuse (including rate limits, ALTCHA, honeypots, and language filters)
- Keep private audit logs for security, debugging, and accountability
- Keep the site clear and working
- Comply with law when we must
Advocacy only. We use your data for grassroots civic speech about ALPR policy—not to sell products.
How supervisor email works
- You answer a short quiz and/or pick talking points.
- We show a draft. You must review and approve it before we continue.
- Primary path (mailto): after verification, we open your email app with the supervisor’s public district address and your draft. You send from your own client. We keep a private audit log of the attempt (city/district—not street).
- Supervisors typically see mail From your own email address, with the body you approved (city only—not street).
- Optional SMTP path (off by default): if re-enabled for emergency rollback, we may transmit through a transactional provider with From
advocacy@dodgeflock.org(or similar) and Reply-To set to you, and may send you a confirmation.
The mailto path avoids third-party “From advocacy@” delivery into government filters. Either way, public offices may retain mail under public-records rules.
Who we share with
Only what’s needed to run the site and the contact tool:
- County Board supervisors / their public offices — the message you approve and send (typically from your own email client on the mailto path)
- Email delivery providers — only if the optional SMTP path is enabled
- Hosting / CDN (Netlify) — to serve the site and handle forms
- Security / anti-abuse tools (for example ALTCHA) — to block bots
- Service providers who process data only on our instructions (hosting, email, analytics if we add it later)
We do not sell your personal information. We don’t rent or trade email lists for money.
We may disclose information if the law requires it, or to protect rights, safety, or the site (for example, clear abuse).
Public records: Mail you send to government officials may become part of that office’s records and may be subject to Wisconsin public-records law. We don’t control how county offices keep or release mail they receive.
Cookies and similar tech
We aim to keep cookies minimal:
- What’s needed for security (anti-bot), form continuity, or basic preferences
- Hosting-provider logs and similar technical storage
If we add optional analytics later, we’ll update this page and explain your choices. We don’t use ad trackers to sell your data.
How long we keep it
- Street address for lookup: used to match district; we intend not to keep full street address long-term once district is known (city/district and message metadata may stay as needed).
- Contact submissions and audit logs: kept for a limited operational period for confirmation, abuse prevention, and accountability, then deleted or de-identified when we no longer need them—unless security, a dispute, or the law requires longer.
- Confirmation emails: may stay in your inbox and in email-provider logs under those providers’ rules.
Exact windows may change as the project grows. We won’t keep personal data longer than we reasonably need for the purposes above.
Security
We use reasonable measures for a small advocacy site (HTTPS, access controls, anti-bot checks, limited logging). Nothing online is 100% secure. Don’t send highly sensitive personal information through this site.
Children
DodgeFlock is for adults and older teens doing civic advocacy. We don’t knowingly collect personal information from children under 13. If you think a child under 13 submitted data, email privacy@dodgeflock.org and we’ll delete it.
Your choices
- Skip the contact tool if you don’t want to share name/email with us or with supervisors this way—you can still contact supervisors yourself.
- Edit before send — you control the final text.
- Access / correction / deletion — email privacy@dodgeflock.org. We may need to verify the request. Some audit or legal records may need to stay.
- Marketing — this contact flow is not a commercial marketing list. If we ever start an optional newsletter, we’ll ask separately and give you an unsubscribe.
Where processing happens
We mainly speak to Dodge County, Wisconsin residents and visitors to the site. Processing may happen on servers in the United States (including our host and email providers). We still commit not to sell your data.
Changes
We may update this policy as the site changes. We’ll post a new “Last updated” date here. If we change how we use contact data in a material way, we’ll say so in plain language on this page.
