About

DodgeFlock is a nonpartisan privacy campaign for a total ban of networked ALPR/Flock systems in Dodge County, Wisconsin. Not affiliated with county government, any political party, or Flock Safety. Privacy isn’t partisan.

Methodology

• Downloaded public DeFlock/OSM-derived FeatureCollection from data.dontgetflocked.com (no API key).
• Filtered to approximate Dodge County bounding box, reverse-geocoded with OSM Nominatim, retained Dodge County points.
• Cross-checked against MyTownView, Atlas of Surveillance (Dodge Co SO: 18 Flock as of Sep 2025), and Deflock Dane WisDOT ROW permit table.
• WisDOT ROW permits are not Flock service contracts; community maps are volunteer-driven and may be incomplete.
• Supervisor contacts from county Members page, candidate filing roster (updated 1/8/2026), and related public notices. Email pattern districtN@co.dodge.wi.us. Home addresses are not published on this site.
• Address → district lookup uses Wisconsin LTSB County Supervisory Districts (January 2026) filtered to Dodge County (LTSB GIS Hub / GeoData@Wisconsin), geocoded via ArcGIS World Geocoding Service with a Dodge County bias.
• Exact county contract price/term/policy not located in public web sources during the research pass.

FOIA / research gaps

• No public Dodge County Flock/ALPR contract PDF found on county website.
• No clear County Board agenda item approving Flock procurement located.
• No published DCSO ALPR written policy (retention, sharing, audit) located.
